It is an old analog system, requiring people to literally turn dials, etc. to make things turn in and off, so the US could not have hacked it as conspiracy nuts have claimed, unless they sent in covert power grid commandos with lots of scissors to cut wires all over. The reason the system is failing is because Maduro and his cronies stole over the years of the the infrastructure funds required to maintain and operate the grid. It is not that complicated.
